AI Chatbot Pricing Per Resolution
Paying only when the AI resolves a conversation sounds like the fairest model available. Here is what it costs once the volume grows.

How much does per-resolution AI pricing cost?
Published per-resolution rates in August 2026 run from about $0.49 to $0.99. Intercom charges $0.99 per Fin outcome, HubSpot 50 credits per resolved conversation at $0.010 per credit, and Freshdesk $49 per 100 sessions after 500 free. At 1,000 resolutions a month those rates imply roughly $990, $500, and $245 respectively — before any per-seat licence.

What a resolution is, and who decides
The billing unit matters more than the rate, because vendors define it themselves.
Intercom publishes the clearest definition. A Fin outcome is counted when a customer confirms their issue is resolved, or they do not ask for more help after Fin responds, or Fin completes a workflow including handoffs. Intercom also states that you are charged once per conversation even if Fin answers several questions within it.
Note what the second clause means in practice: a visitor who reads the answer and closes the tab counts as a resolution. That is a defensible definition — the conversation did end without a human — but it is not the same as a confirmed successful outcome, and it is the clause that drives most of the volume.
Freshdesk bills in "sessions" and does not define the term on its pricing page. HubSpot bills per "conversation resolved". Zendesk bills per "automated resolution" and describes it as a request resolved without escalation to a human agent. Gorgias charges a ticket fee plus an outcome fee when its AI Agent fully resolves a ticket.

Two of these rates are our arithmetic
Intercom publishes $0.99 directly. The HubSpot and Freshdesk per-resolution figures are ours: HubSpot publishes 50 credits per resolved conversation and $0.010 per credit, and Freshdesk publishes $49 per 100 sessions. Multiplying those is straightforward, but it is our multiplication, not the vendor’s stated price, and the vendors did not present them that way.

What this table excludes, and why that matters
These are AI charges only. Every one of these platforms also charges per seat: Intercom from $29, Freshdesk from $19, HubSpot from $7, Zendesk from $55. Add those to get a real total. The "flat-plan equivalent" column uses WhisperChat’s published plans as an example of the other model, and it buys something much narrower — a website chatbot with no shared inbox, no ticketing, and no multi-channel support. The point of the table is the shape of the curves, not a claim that these are interchangeable purchases.
When each model wins
Neither model is better. They are bets on different volumes.
Per-resolution is better when
- Your volume is low or seasonal — you pay nothing in a quiet month.
- You are starting out and cannot predict traffic.
- You want the vendor’s incentives aligned with the AI actually working.
- You already need the surrounding platform — inbox, tickets, routing — and the AI is an addition to it.
- Freshdesk’s 500 included sessions cover you outright, which for many small teams they do.
Flat quota is better when
- Your volume is steady and above roughly 1,500 resolutions a month.
- You need a predictable number for a budget rather than a variable one.
- A traffic spike would otherwise produce a bill you did not plan for.
- You do not need the surrounding support platform and would be paying seats for it.
- You run several chatbots and would multiply per-seat costs across them.
Questions to ask a vendor before signing
What exactly counts as a resolution?
Get the definition in writing. Does a visitor who reads an answer and leaves count? Does a conversation that escalates to a human still incur a charge? Intercom publishes its answer; Gorgias charges both a ticket fee and an outcome fee when its AI fully resolves. Others do not publish a definition at all.
Is there a cap, and can I set one?
Per-resolution pricing has no natural ceiling. Ask whether you can set a spending cap, what happens when it is reached, and whether you are notified before rather than after. This is the single most useful question on this list.
What happens to unused allowance?
HubSpot states that credits reset monthly and do not carry over. Freshdesk’s 500 included sessions appear to be monthly. If your traffic is seasonal, a use-it-or-lose-it allowance is worth less than the number suggests.
Are there volume discounts?
The tables above apply list rates flat. Every enterprise vendor negotiates at volume, and none publish the discount schedule. If your projected spend runs into thousands a month, the list rate is a starting point for a conversation, not the price you will pay.
